The Department of Public Policy Analysis at FGV is a center for applied social research which aims to understand public policies and their effects, qualifying the public debate in the network society. DAPP's mission is to improve transparency and dialogue between the State and society, promoting national development.
FGV DAPP was created in 2012 and has established itself as a benchmark in the Brazilian scenario for research and analysis based on the use of social networks, open data and interdisciplinary knowledge. The study “Bots, Social Networks and Politics in Brazil”, which produced a diagnosis of bot presence in key moments of Brazilian politics since 2014, generated wide repercussion and became a benchmark in the debate on disinformation in the Brazilian context.
Media and Democracy
European Union
The Media and Democracy project is an initiative of the School of Communication, Media, and Information of Fundação Getulio Vargas (FGV ECMI) with the support of the Delegation of the European Union in Brazil to collaborate in strengthening Brazilian democracy, the integrity of digital spaces, and quality information. The fact-checking platform Lupa and the German public debate analysis center Democracy Reporting International (DRI) are also part of the partnership.

The project “Digitalization and Democracy in Brazil” uses FGV DAPP’s experience in monitoring social networks and analyzing public policies to develop a strategy to face the new and emergent challenges of Brazilian democracy, now represented by a consolidated scenario of digital extremism, and its consequences for society as a whole.

It is evident that social networks promote debates and amplify voices in a space that allows for great repercussion. Several studies show how Twitter, Facebook and other platforms have become important instruments of democracy by enabling exchanges and encouraging discussions. However, similarly to the public debate outside the virtual world, the networks have also been used as a fertile space for the dissemination of false information.

To monitor the public debate on social networks, FGV DAPP uses of a set of research methodologies and procedures that incorporate the areas of Linguistics, Sociology, Communication, Statistics and Information Technology. This integration of domains is necessary to enable not only the collection and organization of the enormous volume of data from the internet, but also the qualification and understanding of social perception with scientific rigor and respect for the relevance of social networks for Brazilian society, particularly Twitter and Facebook. FGV DAPP's social network analysis center is concerned with monitoring public discussions and carrying out research on any public policy issue — a topic that is at the heart of FGV DAPP's purpose.

CIRCULATION OF HATE SPEECH IN THE 2020 ELECTIONS

The research project “The circulation of dangerous speech in the 2020 Brazilian elections”, by FGV DAPP, focused on hate speech and human rights and was the only project in South America among the 25 selected in a global Facebook Research call to study disinformation and polarization in digital environments.
